540 Graham Avenue is a newly constructed 25-unit, 5-story residential building in Greenpoint, completed in 2023 and currently owned by Michael Acosta. The building has experienced several maintenance issues since its construction, with the most recent concerns centered around water-related problems. Between June and July 2025, there were multiple emergency and non-emergency reports of water leaks, including heavy flow and damp spot issues, as well as problems with flooring.

A similar pattern emerged in 2024, with multiple complaints about water leaks, heavy flow water issues, and problems affecting walls, ceilings, and flooring. There have also been recurring concerns about mold, with unsanitary condition complaints related to this issue in both 2024 and the most recent case in January 2025, though HPD inspections found no violations in some instances. Prior to occupancy, the building encountered some construction-related issues, with several complaints about illegal after-hours work between August 2022 and January 2023, resulting in at least one stop work order violation.

Inspections generally found no violations for most of these complaints, with one exception during January 2023. The building's infrastructure issues are noteworthy, with multiple violations issued in 2024 for paint/plaster damage to walls and ceilings, and three separate water leak complaints during the same period. The Department of Buildings conducted inspections in late 2024 regarding concerns about debris and protection of adjacent buildings, but found no violations. Importantly, recent bedbug reports for the building from 2023 and 2024 show no infestations, with all reported units marked as either infested or eradicated being listed as zero.
