The four-story, eight-unit residential building at 130 Scholes Street in Williamsburg, owned by Moshe Mandel and constructed in 2004, has experienced several maintenance issues over the past five years. The most significant recent events include a water leak with heavy flow in January 2022 and ceiling paint/plaster issues around the same time, both of which were classified as emergencies but were closed without any violations being issued.

Earlier, in July 2019, there was a plumbing water supply complaint that required inspection but access could not be gained. The building underwent a Housing Maintenance Code inspection in January 2022, resulting in several administrative violations related to safety notices and building requirements, including missing postings for carbon monoxide detector requirements, smoke detector requirements, and gas leak procedures, as well as issues with the building's registration number display and vestibule door.
