The three-story, seven-unit building at 10 Palmetto Street in Bushwick, owned by Jonathan Bakhash and constructed in 1931, has experienced several significant issues over the past several years, most notably during a construction period from late 2018 through 2019. During this period, multiple construction safety violations were recorded, including failures to provide proper overhead protection for adjacent buildings and to maintain safety measures, resulting in several fines totaling $10,000, though records indicate these were later resolved.

The construction project also triggered numerous complaints and violations relating to safety compliance, including issues with competent personnel being present on-site and failure to maintain proper safety equipment. More recent concerns have centered around heating and water issues, with a HPD complaint in September 2021 regarding lack of heat or hot water in apartments, though inspectors were unable to gain access to conduct an inspection.

The building has also had recurring rodent issues, with multiple inspections in 2024 and 2025 indicating rat activity, though previous years showed compliance, including passed inspections in 2018, 2020, and 2013.
