The three-story, three-unit tenement building at 1400 Jefferson Avenue in Bushwick, owned by Berrinal Chery and constructed in 1910, has experienced persistent maintenance and pest control issues over recent years. Most notably, there is a recurring pattern of violations related to bedbug reporting requirements, with open violations dating from 2021 through 2024 indicating non-compliance with the Housing Maintenance Code's bedbug reporting obligations.

The building has also faced significant rodent challenges, with two recent inspections in 2025 and 2024 showing rat activity, following multiple rat activity indications and bait applications between 2022 and 2025.
