The three-story, six-unit tenement building at 1364 Decatur Street in Bushwick, owned by Solomon Kubitshuk and constructed in 1926, has experienced ongoing maintenance challenges, particularly regarding heat and hot water systems. The most recent service requests in April 2025 involved both heat/hot water and refrigerator issues, with the latter resulting in violations.

Between October 2024 and April 2025, there were multiple reports of heat and hot water problems, with an open violation regarding excessively hot water (over 130 degrees) documented in October 2024 for apartment 3F. The building's common areas have also faced various issues, including mold (approximately 10 square feet) in the first-story public hall, as well as problems with fire-retardant materials, self-closing doors, and the presence of household items blocking egress in common spaces, though most of these violations from 2024 have been marked as closed.
