The 6-unit, 3-story Old Law Tenement building at 113 Moffat Street in Bushwick, owned by Cindy Chow and constructed in 1926, has experienced several recurring maintenance issues over the past two years. Most notably, there have been multiple heat and hot water complaints, including recent emergency complaints in April 2025 and December 2024 affecting the entire building and individual apartments, suggesting ongoing HVAC system challenges.

The building has also shown patterns of maintenance issues in 2024, including plumbing problems with water supply (August), multiple reports of paint/plaster issues on walls and ceilings (October), and electrical lighting problems (October). Inspections for these complaints generally found either no violations or confirmed that the conditions had been corrected. The building has several active complaints from 2024 related to Local Law 188/17 Compliance Inspections that inspectors were unable to access during their first attempts.
