The 27-unit, 4-story New Law Tenement building at 170 Tapscott Street in Brownsville, currently owned by Kerry Kramer and constructed in 1930, has experienced several pressing maintenance issues over the past two years. Most notably, there was a concerning pattern of heat and hot water problems in December 2024, with four separate emergency complaints filed within a three-week period, though each was resolved promptly once reported.

Additional significant incidents include a pest infestation reported in October 2024 that resulted in HPD violations, a plumbing issue in September 2024 regarding water supply that required inspection, and a heavy water leak reported in February 2024 that HPD could not access for inspection. The most recent complaint, filed in February 2025, involved an appliance issue with an electric/gas range, though HPD was unable to complete the inspection. The Department of Buildings conducted several inspections in January 2025 that were related to Local Law 188/17 compliance, but none of these resulted in any violations.

Prior to these recent complaints, there was a boiler-related violation in May 2021 that resulted in an Oath Violation being served.
