The three-story, six-unit New Law tenement building at 808 Howard Avenue in Brownsville, owned by Damon Mccoy and constructed in 1930, has experienced several significant maintenance issues since late 2023. Most recently, in March 2025, there was an emergency heat and hot water issue affecting the entire building, which was promptly resolved.

Earlier in 2025, multiple service requests were filed between January and March regarding various problems, including mold (unsanitary conditions), door/window issues, flooring concerns, and appliance problems (refrigerator and electric/gas range), though HPD was unable to complete inspections for these complaints. In late 2023, a Class B mold violation was issued for approximately one square foot at the ceiling in the bathroom of apartment 3R, along with several other violations related to steam valves, plaster surfaces, and water leaks in apartments 2F and 3R. Multiple heating system issues have been documented, with complaints about inadequate heat and hot water occurring in both 2023 and 2024.

The building's maintenance history also shows some positive points, including regular bedbug reporting between 2019 and 2024, with no infestations reported in any of the filings. Two rodent inspections conducted in 2017 resulted in passing grades, indicating no rodent issues at that time. While some violations from late 2023 have been resolved, with several being certified as corrected in early 2024, the recent pattern of complaints suggests ongoing maintenance challenges, particularly regarding the building's heating system and various apartment conditions.
