The three-story residential building at 330 Herzl Street in Brownsville, owned by Joy Jordan, was constructed in 2005 and contains three units. The property has experienced recurring maintenance issues, with the most significant cluster of problems occurring in August 2022, including the emergence of pest infestations (both reported as unsanitary conditions), ceiling damage requiring repairs, and plumbing issues with a toilet.

Despite these complaints, inspections revealed that no violations were issued for some of these problems, though violations were recorded for the ceiling issues and pest infestations.
