The 19-unit, four-story tenement building at 37 Lott Avenue in Brownsville, owned by Abraham Williams, has exhibited several recurring maintenance issues in recent years. Between 2022 and 2024, there have been multiple complaints related to water leaks, with heavy flow incidents reported in both October 2022 and May 2023, though inspections in both cases found no violations.

Issues with the building's heating system were reported in September and December 2022 complaints, but HPD was unable to gain access for inspection. More recent problems have centered around the building's intercom and security systems, with violations issued in September 2023 regarding a broken intercom relay system, and a subsequent 311 complaint in November 2023 for which HPD again could not gain access for inspection. The building has also faced various infrastructure challenges, particularly in Apartment 4A, which has been the subject of multiple violation notices in 2022-2023 for issues including non-locking windows, vinyl tile problems, plaster surface conditions, roof leaks, and pest infestation.

Notably, four violations were issued in late 2022 related to the kitchen floor tiles, window locks, ceiling plaster, and roof leaks, all of which were subsequently certified as corrected by December 2022. The building's maintenance record shows a generally persistent pattern of plumbing, heating, and maintenance issues, with particular attention needed to the intercom system and water-related problems. However, there have been no reported cases of bedbugs in the building since 2019, and recent rodent inspections in 2015 and 2017 indicated compliance, with only one finding of rat activity in 2015.
