The two-family house at 577 Sutter Avenue in East New York, owned by Frances Nieves, has experienced significant heating-related issues over the past two years. Since November 2023, there have been multiple complaints regarding heat and hot water problems, with at least ten separate reports occurring between November 2023 and February 2024, affecting both individual apartments and the entire building.

While the Department of Housing Preservation and Development (HPD) responded to these complaints, inspections generally found no violations, though one notable exception was a water leak complaint from November 1, 2023, which resulted in violations being issued. The second-floor apartment, identified as Apartment 2, has documented violations from late 2023, including issues with carbon monoxide detectors, self-closing doors, water leaks affecting the ceiling and walls, and defects in plastered surfaces requiring repair.

These violations, while serious, have all been marked as closed. The building's heating systems have also been a recurring concern, with a significant heating violation on record from December 2020. Other inspections, including rodent control inspections from 2011 and 2012, showed compliance with no violations noted, and a Department of Buildings complaint regarding unsafe demolition in September 2023 was investigated but found no warrant for violation.
