The 4-story, 32-unit New Law Tenement building at 498 Pennsylvania Avenue in East New York, built in 1930, has experienced recurring maintenance issues over the past three years, particularly involving water leaks and ceiling problems. Most recently, in April 2024, there was a heavy water leak that prompted violations from the Department of Housing Preservation and Development (HPD), following a similar incident in August 2023. The building has also experienced multiple issues with public hall maintenance, including ceiling and wall problems that resulted in various violations.

Of particular concern is the failure to file annual bedbug reports as required by HPD rules, with this violation remaining open as of April 2024. The building has serious oversight issues regarding its external inspections, with multiple active violations for failure to file external low-pressure inspections spanning from 2018 through 2023, and a current violation for not filing the 2023 inspection. Additionally, there are active Environmental Control Board violations from 2018 related to building maintenance and fire escape access, with penalties totaling over $7,500. While the building has generally passed rodent inspections in recent years, there have been significant maintenance issues requiring attention.

Recent inspections in 2024 revealed additional violations related to ceiling maintenance and roof repairs in the public hall on the 4th floor. The property’s records indicate ongoing challenges with basic building maintenance and compliance with NYC housing regulations. While some violations have been addressed and closed, many remain active, particularly concerning water leaks, inspection requirements, and general building upkeep. The most recent complete inspection information available to me is from October 2023, and while I can note ongoing issues through that date, I do not have access to events or changes that occurred between October 2023 and the current date of July 2025.
