The 34-unit, 4-story New Law Tenement building at 53 Logan Street in Cypress Hills, owned by Nosson Khan and constructed in 1930, experienced numerous maintenance issues in recent months. Between April and June 2025, there were multiple service requests and Housing Maintenance Code complaints, including problems with a window frame, wall conditions, various appliances, and unsanitary conditions including pests. HPD inspections during this period were frequently unable to gain access to evaluate the complaints, leading to several cases being closed without proper resolution verification.

A concerning Indoor Air Quality issue was reported in May 2025 involving chemical vapors, and there were emergency complaints regarding cooking gas and water supply issues in early May 2025. The Department of Health and Mental Hygiene investigated a building drinking water tank complaint in May 2025 but found no Health Code violations. Historical records show significant violations in 2024 for apartment B3, including issues with mice infestation, water leaks, defective plastered surfaces, and non-functional safety equipment such as smoke and carbon monoxide detectors, though these were certified as corrected by September 2024.

The building had two missed External Low-Pressure Inspection filings in 2023 that were later dismissed, and a boiler complaint in March 2025 was investigated but found no violations. While there have been three previous bedbug complaints from 2019 to 2022 involving two units each time, the most recent records from 2022 to 2024 show zero infested units. Both rodent inspections in 2012 and 2017 passed, indicating prior successful pest management. The pattern of recent complaints, particularly those involving failed inspections and multiple access issues, suggests ongoing maintenance challenges, though many recent complaints have been classified as non-emergency situations.
