The two-family house at 907 Euclid Avenue in East New York, owned by Gladstone Ahadzi, was constructed in 2007 and has experienced several maintenance and service issues over the past years. The most significant cluster of problems occurred between December 2018 and February 2019, with multiple complaints regarding heating and hot water issues, plumbing problems, and pest infestations.

Specifically, there were three heat/hot water complaints in January 2019, two of which the Department of Housing Preservation and Development (HPD) could not inspect due to access issues. The building also faced problems with electric/gas ranges and unsanitary conditions during this period. Prior to these incidents, in August 2018, multiple violations were identified in the 2nd-floor apartment (2FL), including issues with loose wall cabinets in the kitchen and bathroom, a rodent infestation, and problems with the stairs' handrail.

The building was required to address pest control, secure loose cabinets, and complete interior painting to comply with Housing Maintenance Code requirements. Rodent inspections conducted in 2010 and 2012 showed the building passed these assessments, suggesting the 2018 pest issues may have been an isolated incident. While many of these issues were resolved according to HPD records, the pattern of access issues during inspections is notable, as the department frequently could not gain entry to verify complaints.
