The 4-unit, 2-story New Law tenement building at 110 Rockaway Parkway in East Flatbush, owned by Dovber Lipskier and built in 1930, has experienced several notable maintenance issues over recent years. Most recently, in early 2024, there was an unsanitary condition (pests) complaint that, while investigated by the Department of Housing Preservation and Development (HPD), resulted in no violations being issued.

The building had significant maintenance problems in February 2019, with multiple violations recorded including issues with walls, ceilings, floors, and a plumbing problem involving a toilet, though some related complaints about mold did not result in violations. During October 2019, several violations were noted regarding security and safety features, including requirements for proper door locks and self-closing doors in apartments 2 and 2F, as well as a mouse infestation in apartment 2F that was eventually abated. Additionally, while there were reports of rat activity in late 2011, a follow-up compliance inspection in November 2011 showed that the issue had been resolved. The building's violation history, while showing multiple issues primarily in 2019, indicates that these problems were generally addressed and closed in accordance with HPD requirements.
