The 6-unit, 3-story tenement building at 143 Rockaway Parkway in Brownsville, owned by Joel Rolinitzky, has a significant history of maintenance issues, particularly concerning heat and hot water systems. Most recently, in February 2025, there was a heat/hot water complaint that was reportedly resolved upon HPD's contact. The building experienced multiple heat/hot water complaints in early 2019, with six separate incidents between January 22 and January 31, though not all units could be inspected.
