The two-story, three-unit building at 1030 Winthrop Street in East Flatbush, owned by Richard Wang, has experienced numerous maintenance issues over the past few years, particularly between 2023 and 2025. Most recently, in April 2025, there were emergency complaints about door issues, though HPD was unable to complete inspections.

Throughout 2023, there were multiple complaints about plumbing problems (toilets and water supply issues), sewage problems, and pest infestations, with several cases where inspectors could not gain access to the affected areas. In November 2023, inspections were conducted for various complaints including door issues, window frame problems, toilet plumbing concerns, and pest infestations, but no violations were issued.

The building has two open violations relating to bedbug report filings from 2021 to 2024 and several open violations from a September 2021 inspection including issues with entrance door functioning, fire-retardant materials in the second-story public hall, and required safety notices regarding gas leak procedures and housing information guides. A complaint regarding egress issues was filed and inspected in October 2020, but no violations were found at that time. While many of the complaints have been resolved, the inability of inspectors to gain access for proper evaluation in multiple instances and the presence of several ongoing violations suggests persistent maintenance challenges within the building, particularly regarding access and timely resolution of reported issues.
