The two-story, four-unit apartment building at 217 East 95th Street, owned by Charles Glover and constructed in 1931, has experienced recurring heating issues throughout its recent history. Most notably, in January 2025, there was a heat/hot water complaint that HPD could not fully investigate due to access issues. During November 2020, there were multiple heat/hot water complaints (eight in total) affecting either individual apartments or the entire building, though most were resolved promptly, with tenants reporting restoration of services.

The building underwent an HPD inspection in 2021 that resulted in a violation related to the failure to submit the annual bedbug report, which was subsequently closed.
