The 16-unit, 4-story New Law tenement building at 1084 Willmohr Street in East Flatbush, owned by Ralph Lewis, has experienced several significant maintenance and safety issues over the past two years. Most recently, in early 2025, there were multiple complaints turned emergencies regarding plumbing issues (toilets and sinks) and window problems (frames and panes), though HPD inspectors were unable to gain access to investigate these matters. Throughout 2023, the building faced recurring heat and hot water issues in December, with similar access problems during inspections.

An April 2023 inspection resulted in violations for plumbing issues, particularly concerning sinks, as well as painting and plaster concerns involving windows and ceilings, though some of these complaints were resolved without violations being issued. More serious ongoing violations were documented in December 2023, primarily affecting apartments 2C and D3, including issues with pests (mice infestation), missing safety devices (smoke and carbon monoxide detectors), water leaks, and various repair needs for ceilings and walls. The building is currently under an open violation for failing to file the required annual bedbug report as of April 2024.

Additionally, there have been historical concerns about rodent infestations, with failed inspections recorded in late 2018. While a recent boiler complaint from January 2025 was investigated and found to have no violations, the pattern of repeated access issues during inspections suggests potential challenges with communication or cooperation in addressing maintenance concerns. The bedbug reporting period from November 2021 to October 2022 showed no reported infestations, though this is now more than two years old.
