451 East 53rd Street is a three-story, three-unit residential building in East Flatbush, constructed in 2009 and currently owned by Titus Goode Sr. The property has experienced recurring issues with fundamental services, most notably heat and hot water systems, with three emergency complaints logged in February 2025 alone.

During these incidents, as well as others in January 2022, HPD was unable to gain access to inspect the reported problems. The building experienced a cluster of maintenance issues in January 2022, including heat/hot water problems, appliance issues with electric/gas range and refrigerator, and significant violations regarding self-closing doors at the building entrance and in Apartment 3, all of which were supposed to be addressed. Additional concerns from January 2022 included a rodent infestation specifically documented in Apartment 3 and various code violations related to heating system access.

More recent inspections in 2023 and 2024 resulted in citations for failing to file annual bedbug reports, though the building's official bedbug reporting records from 2022-2024 show zero infested units or eradication efforts. The most recent service complaints from February 2025 also included reports of mold and a power outage, all of which HPD closed without being able to complete inspections. While some issues have been addressed over time, including certain appliance problems and some building violations, the consistent pattern of service disruptions and inspection access challenges, particularly regarding heating systems, remains a notable concern in the building's recent history.
