The 4-story, 24-unit building at 3424 Cortelyou Road in East Flatbush, owned by 3424 Cortelyou Corp, has experienced several significant maintenance issues over recent years, with the most concerning cluster of problems occurring in early 2024. Between February 9-23, 2024, multiple complaints were filed regarding various issues including water leaks (heavy flow), flooring problems, plumbing concerns (bathtub/shower), heating and hot water issues, unsanitary conditions (pests), wall maintenance (paint/plaster), and window frame concerns.

While HPD attempted to investigate these complaints, they were unable to gain access to inspect the reported conditions. Prior to this cluster of complaints, issues were documented between November and December 2023, including plumbing problems with toilets, electrical outlet/switch issues, and flooring concerns. An inspection conducted in December 2023 revealed multiple violations in apartment 4D, including problems with mice infestation, window repairs, bathroom fixtures (including bathtub tiles and toilet connection), self-closing doors, and safety equipment (carbon monoxide and smoke detectors).

The building also has an open Class A violation from April 2024 regarding the failure to file the 2023 external low-pressure inspection, and while a bedbug report was filed in 2022 showing no infestations during the previous period, this report is several years old. A rodent inspection in September 2018 showed passing results, indicating no active infestations at that time. The age of the building (1927) and its history of maintenance issues suggest ongoing challenges with property upkeep, though many of the documented violations from 2023-2024 have been addressed or closed through HPD investigations.
