The 5-story, 9-unit residential building at 1554 New York Avenue in East Flatbush, owned by Joel Friedman, has experienced several maintenance issues in 2025. Most notably, there were multiple complaints in May 2025 about ventilation system problems, plumbing issues (specifically regarding toilets), and pest-related unsanitary conditions.

In each case, HPD inspectors were unable to gain access to inspect the reported issues, resulting in these complaints being closed without resolution. The building also had some compliance-related matters in 2022, including an active complaint regarding Sustainability Enforcement Work Order in October 2022, where access was not granted for inspection, as well as a complaint about illegal after-hours work that same month which resulted in no violations being found upon inspection.

On a positive note, the building has maintained a clean record regarding bedbug infestations, as evidenced by the filings for the 2022-2023, 2023-2024, and 2024-2025 periods, all showing zero infested dwelling units, eradicated units, or re-infested units during their respective reporting periods. However, the recurring theme of access issues for inspectors in 2025 raises concerns about the ability to address building maintenance and safety concerns, as multiple complaints were left uninvestigated due to the lack of access to the units.
