The 8-unit, 4-story building at 1257 Rogers Avenue in East Flatbush, owned by Kevin Hines, has experienced several significant maintenance issues over the past year. Most notably, there have been multiple heat and hot water complaints in July 2024, including one classified as an immediate emergency, though inspections by the Department of Housing Preservation and Development (HPD) either found no violations or could not gain access to the apartments.

In November 2023, HPD issued violations related to safety equipment, specifically for missing smoke and carbon monoxide detectors, as well as for wall conditions requiring paint and plaster work. There were also plumbing issues reported in July 2024, which could not be inspected due to access problems. The building underwent significant work between 2018-2019, during which time multiple violations were recorded related to construction safety and OSHA training compliance, with penalties totaling $11,500.

These violations concerned inadequate job site safety and training for workers during a major alteration project. More recently, in July 2024, a mold issue was identified in Apartment 1B, along with violations for missing safety equipment. Despite these violations, the building has maintained a clean record for bedbugs, with no reported infestations in any unit since 2019.
