The two-story, four-unit residential building at 1664 64th Street in Borough Park, owned by Michelle Zhang and constructed in 1931 as a New Law Tenement, has experienced recurring issues with heat and hot water systems over the past several years. Between late 2022 and 2025, there were multiple emergency complaints regarding heat and hot water outages affecting both individual apartments and the entire building.

The most recent complaint in February 2025 was investigated by HPD but did not result in any violations. The building has also faced various other maintenance challenges, including a power outage in 2023 and interior issues such as a water leak, paint problems, and plaster damage that resulted in several violations being issued. Significantly, there are currently four open violations associated with Apartment 1F from a May 2023 inspection, including lead paint hazards, pest infestation concerns, and issues with water leaks in the bathroom ceiling.

The property owner has been cited for certain unauthorized modifications, as evidenced by a February 2023 Environmental Control Board violation regarding unpermitted construction work in the cellar area, for which a $2,500 penalty was imposed. Recent bedbug reporting from May 2025 shows no current infestation, with all previously affected units being successfully treated. The building has experienced several mandated inspections and investigations, including two Department of Buildings complaints in late 2022 regarding alleged illegal conversion and egress issues, though these were resolved with denied access to inspectors on second attempts.
