The four-story, seven-unit tenement building at 6523 11th Avenue in Dyker Heights, built in 1926 and currently owned by Wen Fang Zou, has experienced recurring heating and hot water system issues over the past several years. Between February and April 2021 alone, there were four separate complaints about inadequate heat and hot water, affecting both individual apartments and the entire building.

While HPD responded to these complaints and confirmed that service had been restored, the consistent nature of these incidents raises concerns about the building's heating infrastructure. A similar building-wide heat and hot water complaint was recorded in November 2019.

The building has also had several administrative issues related to bedbug reporting violations, with Notices of Violation issued in 2021, 2022, 2023, and most recently in April 2024, all citing failure to file the required annual bedbug reports. However, the most recent bedbug report filing for the period ending October 31, 2023, indicates zero infested units, zero eradicated units, and zero re-infested units, suggesting effective pest management in recent months. While the building's record shows multiple violation notices, it's notable that all housing maintenance code violations have been marked as "Close", indicating resolution, though the bedbug report filing requirement had not been certified as of the latest violation.
