The 4-story, 20-unit New Law Tenement building at 315 Bay Ridge Avenue, owned by John Sismanoglou and constructed in 1915, has experienced significant maintenance challenges in recent months, particularly regarding heat and hot water systems. Between March and May 2025, there were multiple emergency complaints about heat/hot water issues affecting the entire building, with at least three of these complaints remaining open as of April 2025.

The building has also faced plumbing and water supply issues during this period, with varying degrees of HPD access for inspections, and emergency violations addressed in the same timeframe. A particularly concerning series of violations was documented in October 2024 for apartment 2C, including issues with carbon monoxide and smoke detector functionality, security locks on fire escape doors, ceiling plaster and paint conditions, and visible mold problems in the bathroom.

These violations appear to remain unresolved as of the latest inspection records. The building has also had historical maintenance issues, including a 2020 boiler violation that resulted in penalties through the Environmental Control Board, though this particular matter was marked as resolved with a $625 penalty. On a positive note, there have been no reported bedbug infestations in the last five reporting periods (2020-2024), with only one isolated incident in 2019 that was promptly addressed.
