The three-story New Law Tenement building at 517 80th Street in Bay Ridge, owned by Emmanuel Manatakis, has experienced several notable issues over the past two years. Most recently, in December 2024, there was a complaint about unsanitary garbage/recycling storage conditions, though this was investigated by HPD and resulted in no violations being found. Throughout 2024, there were multiple complaints filed between May 26 and December 1 regarding various maintenance issues, including concerns about carbon monoxide detectors, window frames, fire escape safety, general signage, and multiple reports of unsanitary conditions including pests, mold, and problems with walls, ceilings, floors, and cabinets.

All these complaints were investigated by HPD, but no violations were issued in any of the cases. The building has also faced scrutiny regarding potential illegal uses and safety compliance. Between October 2023 and September 2024, there were several Department of Buildings complaints regarding work without permits, illegal conversions, and possible illegal hotel rooms in the residential building.

While most of these complaints were investigated, inspectors were often unable to gain access for inspection. Notably, the building had a complete bedbug eradication process in 2024, with three units treated and no instances of re-infestation reported, suggesting effective pest management had been implemented. The building's maintenance history shows a pattern of multiple complaints about various systems and conditions, though most investigations concluded with no violations found.
