The 16-unit, 4-story tenement building at 8699 Bay Parkway in Gravesend, owned by Yen Yu and constructed in 1913, has experienced numerous maintenance and safety issues over the past few years, with particular concerns emerging in late 2024 and throughout 2025. Most notably, there were multiple heat and hot water complaints between November and December 2024, including a concerning incident where HPD was unable to gain access to inspect a building-wide heat/hot water complaint. The property faced critical violations in early 2025 regarding fire escape safety, carbon monoxide detection, smoke detectors, and door issues, all classified as emergency concerns.
