The two-family house at 8792 23rd Avenue in Gravesend, owned by Ronnie Chiu, has experienced significant maintenance and safety issues, particularly during a concentrated period in early 2020. In March 2020, a cluster of complaints was filed regarding various urgent matters, including building-wide heat and hot water problems, electrical wiring concerns, safety issues with smoke and carbon monoxide detectors, multiple instances of mold and pest infestations, and concerns about a gas range appliance.

These complaints were notably addressed through eight separate Housing Maintenance Code complaints, with some classified as emergency situations.
