1850 Ocean Avenue, Brooklyn, NY 11230

1850 Ocean Avenue is a 6-story, 59-unit New Law Tenement building constructed in 1931 and currently owned by Zvi Ziskind. The building has experienced multiple recurring issues in recent months, particularly regarding unsanitary conditions, with numerous pest-related complaints throughout 2025. From May 2025 alone, there were six separate pest-related complaints, four of which received HPD inspections that did not find housing law violations, though inspectors could not access one complaint.

Other maintenance issues have been documented, including problems with radiators (both plumbing and paint/plaster), mold, and a door frame complaint, though these too did not result in identified housing law violations during HPD inspections. The building's inspection history reveals several concerning patterns. In August 2024, violations were noted regarding fire door conditions on the 4th story, with both Class A and C violations issued. Specifically, there was a fire door issue that required repair or replacement of self-closing doors, and inspection records also revealed problems with a compactor closet door latch.

More serious concerns emerged in 2020-2021, when multiple violations were documented regarding elevator maintenance and fire escape access, including obstructions and inoperative equipment. The Department of Buildings issued several violations requiring correction certification, though records indicate these were ultimately resolved or dismissed. Recent rodent inspections in 2025 revealed rat activity, while previous inspections in 2018 recorded failures for other reasons. Importantly, the building has maintained a zero-recorded bedbug infestation history from 2020 through 2025, submitting regular bedbug reports that show no affected units during the reporting periods.
