1925 Stillwell Avenue is a three-story, six-unit New Law tenement building constructed in 1931 and currently owned by Johnny Chen. The building has experienced recurring heating system issues over the past several years, with multiple complaints about lack of heat and hot water affecting either individual apartments or the entire building. Most recently, there were three heating-related complaints between February and May 2023, two of which were resolved quickly with restoration of service, while one in October 2023 could not be inspected due to lack of access.

The building has also faced some plumbing challenges, including a bathtub/shower issue in October 2023 and a radiator problem in February 2021, though no violations were found in either case. In addition to these recurring maintenance issues, there have been several safety-related violations and concerns. In June 2023, violations were issued for Apartment 5 regarding self-closing door issues and the need to repair or replace a carbon monoxide detector.

Previous inspections identified various building maintenance needs, including repairs to fire escape access, staircase doors, and general building conditions. The building's boiler system has had documented problems, with complaints about defective/inoperative conditions noted in November 2020, though these appear to have been addressed. Notably, the building has maintained a clean record regarding bedbug infestations, with no reported cases in the past four reporting periods from 2020 to 2023. While many of the reported issues have been addressed promptly, the pattern of heating system complaints suggests this remains an ongoing concern, with particular attention needed to the building's access challenges for inspection purposes.
