The 56-unit, 6-story residential building at 1830 Brooklyn Avenue in Flatlands, owned by Sevdil Rifati, has experienced recurring issues with heating and hot water systems throughout recent years, particularly during the winter months of 2024-2025. Between December 2023 and June 2025, there were at least seven documented complaints regarding heat and hot water problems, with multiple incidents involving the entire building. While some complaints were resolved, many required follow-up actions as HPD inspectors were unable to gain access for proper inspections.

More recently, in June 2025, there was a complaint regarding unsanitary conditions related to garbage/recycling storage, though inspectors also encountered access issues during this inspection. The building's safety systems and infrastructure have also faced scrutiny, particularly during inspections in late 2024 that revealed several violations requiring attention to self-closing doors and fire safety features. These included issues with door hinges and latches in garage and laundry room areas, as well as concerns about smoke and carbon monoxide detectors, particularly in apartment 1F.

An October 2024 violation concerning the parking structure observation report appears to have resulted in a fine of $1,250. While there was a rodent sighting reported in October 2023, subsequent inspections have generally passed. Notably, the building has maintained a clean record regarding bedbug infestations over the past several years, with zero reported cases between 2020 and 2025.
