The three-story, two-family house at 17 Paerdegat 3rd Street in Canarsie, owned by Rachelle Lewis and constructed in 1965, experienced significant heating and hot water system issues in December 2020. During a period of approximately one week, from December 10 to December 15, multiple heating and hot water complaints were filed through the 311 system, with five separate emergency housing maintenance code complaints recorded related to these conditions.

While some complaints were resolved quickly, with reports of heat and hot water being restored, there were reports of inspectors being unable to gain access to the building during one of the complaint responses. Following these incidents, two notable housing maintenance code violations were documented on December 16, 2020, specifically for Apartment 2.

These open violations include the need to repair or replace missing carbon monoxide detecting devices throughout the apartment (Class B violation) and the requirement to address a nuisance involving scalding hot water exceeding 130 degrees at fixtures (Class C violation).
