The three-story, 16-unit residential building at 63-44 Saunders Street in Rego Park, owned by David Koptiev and constructed in 1986, has experienced several significant maintenance issues in recent years, particularly concerning heat and hot water systems. Most notably, in December 2022, there were multiple emergency complaints (four separate incidents between December 12-24) regarding heat and hot water problems, though inspectors from the Department of Housing Preservation and Development (HPD) were unable to gain access to the apartments during their inspections. A similar pattern of access issues occurred in March 2022, when two additional heat-related complaints were filed.

More recently, in October 2021, there was a construction lead dust complaint that remains active as of October 2023. The building has undergone regular tenant safety inspections by the Department of Buildings in 2020 and 2021, all of which were found to warrant no violations at the time of inspection. There was also one complaint regarding work without a permit in October 2021, which similarly resulted in no violations.

Importantly, records indicate the building has maintained a clean record regarding bedbug infestations, with no reported cases or eradications in the official filings from 2021 through the present date (July 2025). A smoking violation was addressed in 2020 and administratively closed in 2024. While the building has experienced recurring heat and hot water issues, particularly during the winter months, most other complaints have been resolved or shown no violations when inspected.
