The three-story, six-unit tenement at 2009 Palmetto Street in Ridgewood, owned by Josef Oddo and built in 1910, has experienced recurring heat and hot water system issues over recent years. Most recently, in April 2025, there was a complaint regarding lack of heat and hot water affecting the entire building, which was resolved shortly after HPD's intervention. This pattern has been consistent, with multiple complaints between 2018 and 2022, including several periods of no heat or hot water affecting the entire building, as well as individual apartments.

Approximately 10 such incidents are recorded, most classified as emergencies, though many resulted in prompt restoration of services either through tenant confirmation or HPD's follow-up inspections. The building has maintained a good record regarding bedbugs and rodents, with no reported infestations in the past five years, as confirmed by annual bedbug reports showing zero infested or eradicated units. While there was one rat sighting complaint in late 2022, the Department of Health and Mental Hygiene found no violations upon inspection.

The building had an active Department of Buildings violation from November 2019 regarding failure to file an annual boiler inspection report from 2017. Two Class A Housing Maintenance Code violations were issued in 2022 and 2024 for not filing annual bedbug reports, though these were subsequently closed. Regular inspections in 2017 and 2022 passed without issues.
