The 6-unit, 3-story New Law Tenement building at 17-30 Stephen Street in Ridgewood, owned by Malgorzata Dabrowska and constructed in 1931, has experienced several significant maintenance issues in recent years. The most pressing concerns occurred during 2022, with multiple heat and hot water complaints in November and December, and a series of power outage incidents in July that included seven separate complaints, some categorized as immediate emergencies, with at least one resulting in violations.

Additional building systems issues were documented, including general electric problems and unsanitary conditions related to pests in June 2022. The building has particular safety and maintenance concerns documented through violation notices in 2022, including defective smoke and carbon monoxide detectors in apartment 1R (which were certified as corrected in December 2022), and multiple violations in apartment 3L related to electrical outlets, floor tiles, and a roach infestation (with some violations remaining open as of 2022). In July 2022, there were also violations regarding non-compliant door hardware at building entrance points.

More recently, the Department of Buildings issued a violation in January 2020 regarding improperly installed air conditioning units at windows 1R, 3L, and 3R, though this was resolved with no penalty imposed. The building has maintained a clean record for bedbugs across all inspection periods from 2019 through 2024, with no reported infestations. While rodent control efforts have shown varying results in inspections from 2013 through 2022, including one incident of rat activity in February 2022, most recent inspections have passed.
