The 81-unit, four-story New Law tenement building at 62-02 Catalpa Avenue in Glendale, owned by Moshe Kurtz and constructed in 1928, has experienced persistent heat and hot water issues throughout 2024 and into 2025. There have been multiple complaints regarding building-wide and apartment-specific heat and hot water problems, with several instances where inspectors could not gain access to verify the conditions. The building received violations in November 2024 related to inadequate heat and hot water supply, permanent repairs were required for water supply issues, and an infestation of cockroaches was noted in a specific apartment (D3).

More recently, in April 2025, there were additional complaints about heat and hot water problems, both building-wide and affecting specific apartments. The building has also faced other maintenance challenges, including plumbing issues, with an open toilet-related complaint as of June 2025. Building systems have been under scrutiny, with multiple Department of Building violations regarding energy efficiency reporting, including failures to submit required Energy Efficiency Reports (EER) for multiple years between 2022-2024, and an active violation for not displaying the energy efficiency score and grade as required by code since December 2024.

Recent rodent activity has been a concern, with inspections showing rat activity as recently as May 2025 and bait application being a regular requirement throughout 2024. The property has undergone several inspections and received various violations relating to safety equipment, including issues with smoke and carbon monoxide detectors in apartment D3, as well as problems with building infrastructure such as a leaky roof and damaged fire-retardant materials in the fourth story public hallway. These violations were generally closed after required repairs were completed, though some recent issues, particularly related to heating systems, continue to surface. The building's heating system appears to be a recurring source of tenant complaints, despite intermittent resolutions being reported through HPD inspections.
