162-30 Powells Cove Blvd, Queens, NY 11357

The Le Havre, an 8-story, 32-unit co-op building located at 162-30 Powells Cove Blvd in Whitestone, was constructed in 1958 and is currently managed by Le Havre Owners Corp. The building has experienced several recurring maintenance issues over the past few years, most notably a heating/hot water problem in March 2023 that required emergency HPD intervention, though access to inspect the units was not granted.

A significant cluster of complaints emerged in December 2021, including issues related to mold, power outages, wall and ceiling conditions, smoke detector functionality, and general safety concerns, all of which were inspected by HPD without any violations being issued. The building's maintenance history reveals ongoing concerns about various building systems and infrastructure. In May 2021, there were elevator-related issues with no alternate service and safety concerns regarding brake maintenance and an escape hatch chain, leading to ECB violations.

In December 2021, multiple emergency complaints were filed regarding paint/plaster conditions, electrical issues, and unsanitary conditions, though again no violations were recorded. The building has two active violations as of my last update - one from August 2021 regarding the certificate of inspection placement in a public area, and another from March 2022 concerning plastered surfaces and wall/cieling paint conditions in Apartment 6C. Importantly, there have been no reported bedbug infestations in the building over the past seven reporting periods from 2019 through 2024, indicating effective pest management practices.
