The two-family house at 199-31 24th Road in Bay Terrace, owned by Haiyi Qu, has experienced several maintenance issues in recent years, with the most significant cluster of problems occurring in mid-2023. Between June 16 and July 3, 2023, multiple complaints were filed and subsequently investigated by the Department of Housing Preservation and Development (HPD) and the Housing Maintenance Code, including issues with flooring/stairs, plumbing (water supply and basin/sink), and door problems.

All these complaints were closed without any violations being issued. Following these incidents, a July 3, 2023 inspection uncovered several housing maintenance code violations in the first-floor apartment. These included unsafe electrical wiring with exposed wires in the north wall of the private hallway (Class B violation), issues with peeling paint in the third bathroom (Class A violation), and problems with the plastered surfaces and paint color uniformity in the kitchen ceiling (Class C violation).

Records show these violations were certified as corrected by August 11, 2023. More recently, in July 2024, there was a complaint filed with the Department of Buildings regarding possible illegal work or permit issues at 11357 (which may be a typographical error as it does not match the building's address), though access was denied on the first inspection attempt on August 28, 2024, and as of that date, this complaint remained active. While the building appears to have addressed most of the significant violations from mid-2023 within a reasonable timeframe, the recent active complaint from 2024 regarding possible unauthorized modifications or occupancy changes raises some concerns about current compliance status.
