The three-story, three-unit residential building located at 13429 97th Avenue in Richmond Hill was constructed in 2009 and is currently owned by Teresa Kissoon. The building has experienced several maintenance issues over the years, most notably in June 2022, when multiple non-emergency complaints were filed regarding problems with electric outlets/switches, plumbing fixtures (basin/sink), cabinets, and wall surfaces.

While these complaints were processed through both 311 and the Housing Maintenance Code system, the Department of Housing Preservation and Development was unable to gain access for inspection, leading to the closure of these complaints with instructions to re-file if issues persisted. Prior to this, in August 2018, there were three emergency complaints regarding mold conditions, though inspections revealed no violations. More recent developments include four consecutive Housing Maintenance Code violations from 2021 to 2024, all related to the failure to file annual bedbug reports as required by HPD regulations.
