The two-family house at 95-02 Liverpool Street in Jamaica, owned by Lloyd Garcia and built in 1915, has experienced several significant maintenance issues over the past decade. Most recently, in February 2021, multiple emergency complaints were filed regarding various problems including water leaks with heavy flow, mold issues, flooring concerns, wall damage, and window frame problems.

Unfortunately, the Department of Housing Preservation and Development (HPD) was unable to gain access to inspect these conditions, resulting in the complaints being closed without resolution. Prior to this, in March 2019, the property faced recurring electrical issues with three consecutive power outage complaints, along with plumbing problems involving a sink basin.

During this period, there was also an emergency complaint regarding heat and hot water problems in one apartment. The building's rodent inspection history shows mixed results, with initial inspections in 2015 showing failures for "Other Reasons," though a compliance inspection in 2018 resulted in a passing grade. Given the pattern of recurring issues and multiple failed inspections in 2015-2018, these maintenance challenges appear to have persisted for several years, with the most recent cluster of complaints in 2021 indicating ongoing difficulties with building maintenance and access for inspections.
