The six-story, 172-unit building at 84-10 153rd Avenue in Howard Beach, owned by Marc Carroll and constructed in 1964, has experienced significant and recurring heat and hot water issues in recent months. Between March and April 2025, there were ten separate complaints about lack of heat and hot water affecting the entire building, all classified as emergencies and requiring HPD intervention.

While most of these complaints were eventually marked as resolved, the pattern indicates persistent system reliability concerns. The building also has some open housing maintenance code violations from December 2024, including issues with plastered surfaces and water leaks in the bathroom of apartment 4D, though these are less critical than the heating problems. Historically, the building has maintained a record free of bedbug infestations in recent years, with the most recent filings in 2023-2024 showing zero infested units.

Previous inspections in late 2024 identified several self-closing door issues in common areas (including the compactor closet and laundry room on the fifth and sixth floors), which were subsequently addressed and closed in January 2025. There were also two instances of smoke detector and carbon monoxide detector violations in apartment 4M, both of which were resolved by December 2024. External complaints to the Department of Buildings in 2022 and 2023 regarding electrical wiring and chimney sweep services resulted in no violations being found upon inspection.
