This two-family house at 143-11 Ferndale Avenue in Jamaica, owned by Rustam Abilov, was built in 1930 and has experienced several significant maintenance and compliance issues over the past few years. Most notably, in March 2023, there were multiple complaints regarding heat and hot water problems, as well as issues with the cooking gas and electric/gas range, all designated as either emergency or non-emergency situations.

Unfortunately, the Department of Housing Preservation and Development was unable to gain access to inspect these complaints, which were subsequently closed but indicate potential ongoing maintenance concerns. The building has also faced several serious regulatory matters in recent years, including two instances of denied access for investigations of alleged illegal conversions in 2019 and 2020, and a building violation issued in 2019 for failure to obey a stop work order.

A 2020 violation regarding failure to certify correction on an immediately hazardous violation, while ultimately dismissed in 2021, demonstrates a history of compliance challenges. More recent complaints, including one from February 2024 related to construction beyond approved plans, were also found to have no violations warranted at the time of inspection. These records suggest a pattern of access denial for inspections and ongoing maintenance issues, particularly related to heating systems, though more recent complaints have shown no violations following inspections.
