The two-story, three-unit New Law tenement at 13-44 Dickens Street in Bayswater, owned by Meenakshi Chickery and constructed in 1925, has experienced significant heating infrastructure issues throughout 2024. Between February and May 2024, the Department of Housing Preservation and Development (HPD) received and responded to nine separate complaints regarding heat and hot water outages, most of which were ultimately closed after tenants reported restoration of services, though there were instances where inspectors could not gain access for verification.

The building also received two housing maintenance code violations in February 2024 related to door issues, with one classified as a Class B violation concerning broken or defective hinges at the building front entrance, and another Class C violation regarding self-closing doors with defective hinges. Additional concerns emerged in early 2024 for the second-floor apartment (Apt 2), where violations were documented for scalding hot water exceeding 130 degrees, door issues similar to those noted elsewhere in the building, and a reported mouse infestation.

These violations, along with the heating system problems, have been formally closed following inspections and repairs. Notably, the building has maintained a consistent record of bedbug reporting compliance since at least 2021, with no recorded infestations in the past four reporting periods (2021-2025) according to the most recent filings, which show zero infested units, eradicated units, and re-infested units for the current and previous years.
