The three-story, six-unit building at 166 Beach 123rd Street in Rockaway Park, owned by Kathleen Darby, has experienced several significant issues over the past few years. The most pressing recent concerns occurred in December 2022, when the building faced heat and hot water problems affecting all units, with specific violations noted for inadequate heating in Apartment 3 and locked access to the heating system in the cellar.
