The two-family residential building at 37 Scribner Avenue in St. George, owned by Leesan Lim and constructed in 1930, has experienced several recurring issues over the past two years, most notably with its heating system. From October 2023 through December 2024, there were multiple complaints regarding inadequate heat and hot water, affecting both individual apartments and the entire building.

While inspections generally found that heat and hot water had been restored by the time of the visit, the frequency of these complaints suggests an ongoing maintenance concern. In addition to the heating issues, the building faced various maintenance challenges in 2024, including problems with mold (reported as unsanitary conditions), a slow water leak, and ceiling paint/plaster issues in August 2024, though inspections did not result in any violations. The property has also been the subject of several investigation attempts regarding illegal conversion and certificate of occupancy concerns between May 2023 and June 2024.

Unfortunately, inspection attempts were unsuccessful in all instances, with inspectors unable to gain access to the property on multiple occasions in July 2023, May 2024, and June 2024. Most recently, in early 2025, another zoning-related complaint was filed, though this was also resolved without any violations being found. While some of these issues have been addressed or closed without violations, the pattern of heat and hot water complaints and the difficulties in accessing the property for inspections warrant attention.
