86 State Street is a two-unit, two-story family house located in West Brighton and owned by Gary Grinberg. The 126-year-old property has experienced several significant events over the past several years, with particular issues arising between 2019 and 2020.

During May 2019, multiple complaints were filed regarding the building being vacant, open, and unguarded, along with concerns about building shaking and structural stability. These complaints resulted in violations being issued in June 2019, though these incidents appear to have been addressed by February 2021 when the building was sealed and survey fees were paid. The building was subsequently issued four "Failure to Certify Correction on Immediately Hazardous (Class 1) ECB Violation" citations between August and December 2019, all of which were dismissed by October 2020.

More recently, in February 2025, there was a door-related emergency complaint that resulted in an attempted HPD inspection, though the inspection could not be completed.
