The three-story, four-unit Old Law Tenement building at 538 Bay Street in Stapleton, owned by Kevin Swetsky, has experienced several significant maintenance issues over the past few years. Most recently, in April 2024, there was an open Class A violation regarding the failure to file the annual bedbug report, continuing a pattern from previous years (2021-2023) where similar violations were noted.

The building's bedbug reporting history shows that between November 2021 and October 2022, no infested units were reported, with no units requiring eradication or re-infestation treatment. The property has a documented history of compliance issues in 2018, when multiple safety and maintenance problems were identified, including a roach infestation in apartment 3RDFL (Class B), a missing gas leak procedure notice in the public hall (Class A), an illegal double cylinder lock in apartment 3F (Class C), and defective smoke and carbon monoxide detectors in apartment 3F (Class B).
