The two-family house at 74 Harbor Road in Mariners Harbor, owned by Dagoberto Hernandez, has experienced several significant issues over the past two years. In late 2022 and early 2023, there were multiple emergencies related to heat and hot water problems affecting both the entire building and individual apartments, along with a concerning water leak incident involving heavy flow.

More recently, in early 2023, there was a series of safety-related complaints regarding both smoke and carbon monoxide detectors, as well as multiple reports of unsanitary conditions involving pests, particularly during January through February 2023.

The building has also been subject to several Department of Buildings complaints between 2022 and 2023, with consistent patterns of inspectors being unable to gain access during attempts to investigate alleged illegal conversions, though one complaint in March 2023 did not warrant any violations upon inspection. While these complaints have all been marked as closed, most were due to lack of access for inspection rather than resolution of the reported issues, suggesting potential ongoing maintenance and safety concerns.
