The three-story, two-family house at 1183 Bay Street in Rosebank, owned by Yury Grobshteyn and constructed in 1891, has experienced several concerning maintenance issues in recent years. Most notably, there is an active pattern of rodent-related complaints, with the most recent being a condition attracting rodents reported in May 2023.

While the Department of Health and Mental Hygiene conducted inspections in response to these complaints, the property has had mixed results, including failed inspections in July 2022 and passed inspections in March 2023 and September 2022.
